Kimberly Cruz-Feliciano, 30, from Cape May, NJ, was taken into custody on March 17 after her child arrived at school with noticeable marks on their neck, raising concerns among teachers, as stated by the Cape May County Prosecutor’s Office in a news release. Investigators determined that these marks were caused by an electric collar, meant to shock dogs when they bark, that the mother had made the child wear, according to the release.

Shock collars are designed to deliver electrical charges of up to 100 volts. During the investigation, Cape May officials discovered that Cruz-Feliciano further threatened her child with additional violence if the child reported the abuse, the release stated. “We take all allegations of child abuse with the utmost seriousness, and we will continue to ensure that those responsible for such heinous acts are held fully accountable under the law,” Cape May County Prosecutor Jeffery H. Sutherland said in a statement.

Cruz-Feliciano faces two counts of Endangering the Welfare of a Child, two counts of Aggravated Assault, one count of Witness Tampering with a threat of force, and one count of Hindering. Additionally, Sonia Feliciano, 59, the victim’s maternal grandmother, is also facing one count of Hindering and Tampering with Evidence.
