Sex Offender With 30 Prior Arrests and Banned From NYC Subway, Arrested Again Underground For Sexually Assaulting Two Women

A convicted sex offender with 30 prior arrests, who is prohibited from using the NYC subway, was arrested again underground after allegedly sexually assaulting two women on Friday, according to police reports per the NY Post.

Cecil McKenzie, 53, from Harlem, reportedly pressed his groin against a 22-year-old woman and touched another woman’s buttocks while on a train heading to the 14th Street-Union Square subway station in Manhattan around 9:30 a.m. Officers who observed the incident stepped in. McKenzie tried resisting arrest, but he was ultimately taken into custody, as noted by the NYPD in a post on X.

“Your @NYPDTransit officers were on the same subway car and saw the incident unfold,”

the post reads.

“They knew the man very well as he had been arrested over a dozen times previously including for persistent sexual abuse, forcible touching, robbery, and criminal possession of a weapon. He was also on parole and was a transit offender who’s not allowed to be in the subway.”

McKenzie, who is registered on the state’s Sex Offender Registry, faces multiple charges including persistent sexual abuse, forcible touching, resisting arrest, obstruction of government administration, sexual abuse, disorderly conduct, and harassment for the Friday incident. Standing at 5 feet 8 inches and weighing 170 pounds, he is currently held at Rikers Island on a $100,000 bail or a $300,000 bond, according to official records.

He previously served time at Fishkill Correctional Facility for persistent sexual abuse in 2017 and was released on parole on June 3. According to a police source, approximately half of his arrests are sealed.
