Neighbor Arrested After Fatally Shooting Woman, Friend, and Her Dog Over Barking Complaints 

A man who allegedly shot and killed his neighbor, her friend, and her dog in Upper Manhattan has been arrested after nearly a month on the run

A man who allegedly shot and killed his neighbor, her friend, and her dog in Upper Manhattan has been arrested after nearly a month on the run, reports the New York Post. 31-year-old was apprehended by US Marshals in Brooklyn for a fatal shooting that occurred on September 29. It is reported that Moore had a grudge against his neighbor, 57-year-old Jackie Billini, and her dogs due to noise complaints about barking in their apartment building.

The man had previously broken into Billini’s apartment, causing harm to her and another person present. He was arrested for this violent incident but was later released on bail. Despite an order of protection prohibiting Moore from contacting or approaching Billini, he continued to instill fear in her. She often sought the company of her friend Levaughn Harvin for protection while walking her dog.

“The male victim Mr. Harvin was actually helping her walk the dogs because she was in fear for her life because of this guy,”

said Joseph Kenny, NYPD’s Chief of Detectives. 

On the day of the shooting, Moore approached Billini and Harvin while wearing all black and a mask. He allegedly fired multiple shots at them, killing both Billini and Harvin. Moore also fatally Billini’s dog, Zeus. The dispute between Moore and Billini is said to have started when he attempted to kick her dog earlier in the year.

Neighbors described Billini as a kind and caring person who was loved by everyone in the area. Moore, who usually resides in the Carolinas, had been staying in his mother’s apartment in the same building as Billini. Police were previously searching for him in both North Carolina and locally in Queens and Brooklyn.
